PATROL REPORT
At 06.45
hours on Tuesday, 29 October 2011 “Police Control” received a telephone call
from a local man, who said that he believed a burglary had just occurred at Berisha Street #
67. No casualties were reported during the phone call. A police Patrol team
from North Police Station was dispatched to the scene.
FOLLOW-UP REPORT # 1
Reference is made to a case reported
on 29 October 2011. The witness was
waiting on Berisha Street near
the burglarized house as the Police patrol arrived at the scene. The offices of the International Organization
of Migration (IOM) are located in that house. The witness said that he was
visiting his friend’s
house nearby. At approximately 6.30 hours he heard strange hammering sounds and
looked out of the window. Then he went out into his friend’s yard and saw one
of the windows of the IOM office broken and the door open. He saw the
silhouettes of people inside and he went back into the house to call the
police. He also stated that he saw a light colored car parked near the house.
He was not sure about the registration number of the car and was not certain
about its color as it was quite dark.
The driver of the Police patrol car
said that he had passed a light colored “Opel Omega” car with no registration
plates with several people in it. It was
heading in the opposite direction towards the airport. The leader of the patrol team got in touch
with “Police Control” and asked the airport police to look for a light colored
“Opel Omega” car and detain it for further investigation if they locate it.
The witness said that he knows the director of
the IOM office, a woman named Marla Orman. He had her business card. The leader
of the patrol team contacted Ms. Marla Orman and asked her to come to her
office to identify what was missing in the building.
FOLLOW-UP REPORT # 2
Reference is made to a case reported
on 29 October 2011. The Airport police
reported that at 07.20 hours a silver colored “Opel Omega” with no registration
plates was stopped and two laptops, two digital cameras, one DVD player, one
printer and two scanners in the trunk of the car were found. The driver, a
young male, was not able to prove that these items belonged to him. During an interview he said that there had
been two other passengers in the car, who had just got out. The driver confirmed that these two men were
with him in the IOM building and they had stolen the electronic equipment
together. The driver was detained by police.

is made to a case reported on 29 October 2011.
Ms. Orman, the director of the IOM, arrived at the scene at 07.30
hours. She checked the offices and made
a list of missing equipment. Ms. Orman explained that IOM uses metal
identification tags screwed into the bottom of their equipment. The tags have IOM logo and bar codes with
serial numbers, and she gave the police a list of all the equipment. According to her, the total value of missing
items was 4,320 US dollars. The items found in the trunk of the vehicle matched
the items listed on the IOM inventory register and therefore the Police station
north retained them until the completion of the investigation. Ms. Orman also
stated that she found that two more scanners and a desktop computer had been
disconnected and moved from their original places They had been put on a table by the door. Forensics processed for fingerprints and IOM
retained these items.

Reference
is made to a case reported on 29 October 2011. Upon completion of the interview
with Ms. Orman, police officers had started searching for any eye-witnesses of
the incident in the area. They were able
to take a statement from one of the neighbors who identified himself as Mr.
Kalu Odege, a former UN employee residing at Berisha Street # 64. He stated that he
heard some noise and the sound of a car engine around 6.30 in the morning.
However, he could not provide any more details as he was lying in bed at that early
time and did not look outside.

Second Part
of CLA (Report Writing)
INTRODUCTION
This is the second section of the UNPOL Combined Language
Assessment. It is divided into two
parts. In the first part you will hear one person describing the
mission-related topic you have just read about in the Reading Comprehension – it will be introduced
as the Narrative. In the second part,
you will hear a conversation between two people who are discussing the same
mission-related topic – it will be introduced as the Dialogue.
Please be reminded that the use of any computer devices, microphones, books,
external notes or assistance from others is not permitted. Candidates who
fail to observe appropriate conduct during this test will be excluded from the
assessment process. Such actions will be duly noted and communicated in writing
to the authorities of the Member
State concerned and to
the SAAT Coordinator in the UN Police Division.

paper of both the Narrative and the Dialogue. Pay attention to the important
facts and key information. You will hear the recording only one time.

You will have 30 minutes to complete your police report. The instructor will
indicate when these 30 minutes begin. The instructor will then announce when

NARRATIVE
At 06.45
hours on Tuesday, 29 October 2011 “Police Control” spoke with a witness to the
burglary at the IOM office at Berisha
Street #67, located in the North of town. Police Patrol team from North Police Station consisting of the driver, team leader
and two officers was dispatched to the scene. When the patrol team arrived at
the scene at 07.05 hours, the witness was standing in front of the building
waiting for police to arrive. He
introduced himself as Alexander Brown, date of birth 11 June 1970, residing at
High Street # 21. He advised the patrol team that he had called to report the
burglary. He stated he had been next door to the IOM offices at a friend’s
apartment, He said he had been taking
care of her house while she was on
vacation, and he had been watering her plants daily. Mr.
Brown stated that he heard strange noises, and he looked out of the window to
see what they were. He saw lights on in
the offices and since the IOM offices have never been opened before 09.00 hours,
no one should have been in the building at that time. He could see that one of
the windows on the IOM building was broken and the door was open. He could see the silhouettes of three people
inside holding electronic equipment in their hands. There was a light colored Opel Omega with an open
trunk and parked near the building. The witness did not see the faces of the
suspects but said they were dressed in blue jeans and white shirts.
Later on at
the same day, the Airport Police arrested the driver of Opel Omega, who
provided the names and the address of his two friends who were involved in the
crime. At 9.05 hours the police team was
dispatched to the house # 75 located at the Airport street, and arrested two
suspects.
The same
day the fingerprints were taken by the forensic experts from all suspects. The
items found in the Opel Omega, were also examined. It was revealed that the
fingerprints taken from the suspects match the ones taken from the scene in IOM
office. Mr. Brown was called to identify suspects. However, he was not able to
recognize any of them as it was dark at the time of the incident.
All
electronic equipment found in the car was retained in the Police Station North
until the completion of investigation. The Prosecuting Office ordered all three
suspects to be retained at the detention center.
DIALOGUE
Station Commander: Good
morning, Madam! I have heard early in the morning your radio exchange with regard
to the burglary of IOM facilities. Who was arrested with regard to that case?
Team Leader: A total of three suspects, Sir.
First of all, it was the driver of Opel Omega who was detained by Airport
police. Secondly, it was his two friends who participated in the burglary with
him.
Station
Commander: When was that?
Team Leader: Two suspects were arrested at 9.05
hours at their residence located at Airport
street # 75.
Station
Commander: Do we have any eye-witnesses
of the burglary?
Team Leader: Yes, Alexander Brown witnessed the
crime. He was watering plants in the neighbouring house at the time of the
incident.
Station
Commander: The name sounds very familiar
to me. Is he about 40 years old living at the High street near the church?
Team Leader: Yes, he is living at High street #
21. His date of birth is 11 June 1970.
Station
Commander: Was he able to recognize the
suspects?
Team Leader: No, as it was rather dark at the
time of the incident. He stated from the very beginning that they were wearing
blue jeans and light shirts, but that’s it.
Station
Commander: OK, clear enough. How do you
know that the detained individuals may be linked to the burglary?
Team Leader: Our Forensics Unit examined the
items found in the Opel Omega. Fingerprints
from all three suspects were found on the electronic items found in the
vehicle. Additionally, fingerprints from
all three suspects were matched to fingerprints found on the items placed on
the table by the door at the IOM office.
Station Commander: I assume all the stolen items are now at our
station. We need to store them here until the completion of investigation.
Team Leader: Yes, they were put in the evidence
room. And the suspects will be kept in the detention centre as per the Prosecuting
Office order.
